Haunani Pakaki
co-CHAIR
In late March 2020, I started with the Sonoma County Probation Department’s Juvenile Division as a Program and Planning Evaluation Analyst. Born on Maui and raised in Kenwood, I graduated with a Bachelor of Arts in Economics from Sonoma State University and a Juris Doctor from the University of California-Hastings College of the Law. Before coming home, I spent over 10 years in Sacramento at the California Department of Social Services as a policy analyst and manager developing programs to help the needy and vulnerable in our states receive cash aid and food benefits.
Before my time at CDSS, I worked in San Francisco at a boutique law firm and in Accounting and Project Management at a Santa Rosa architectural firm. Sonoma County is so unbelievably beautiful and in my free time I enjoy hiking, stand up paddle boarding, reading, cooking, laughing, and being deeply sarcastic to those I love.
Dagny Thomas

I began my career with the County in 2007, and have been the Administrative Services Officer for the Department of Emergency Management since 2019. In 2022, I had the privilege of joining the SCAMC Board of Directors.
Working for the County, I have found a career that I am truly passionate about, collaborating with county departments, stakeholders, and serving the residents and visitors of Sonoma County. To that end, I have also served as a Commissioner on the Sonoma County Fish & Wildlife Commission representing the Third District since 2013.
Though I am a native San Franciscan, I have firmly planted my roots in Santa Rosa to raise my daughter. After extensive global travels, I am happy to call Santa Rosa's West End Historic District and Sonoma County my home.

I have been with Sonoma County since 2018, first with the Probation Department and now with the Department of Health Services (DHS). I currently work as a Health Program Manager in the Public Health division of DHS, overseeing our home visiting programs which are committed to improving the health and well-being of women, children and their families. Born and raised in the Bay Area, I love living in and working for this county. I am pleased to have the opportunity to support my Administrative Management colleagues, who I have found be a deeply committed, intelligent, and hard-working group of individuals working each day to make Sonoma County a healthier, safer, more equitable place to live, work, and recreate.
I live in the St. Rose neighborhood in downtown Santa Rosa with my partner and two mischievous cats. Outside of work, I enjoy hiking, cycling, and kayaking.
Jeff Basham

I joined the County of Sonoma in 2018 and serve as the Department Information Systems Manager (DISM) for Sonoma Public Infrastructure (SPI). In this role, I oversee all technology operations supporting SPI’s diverse divisions, including Road Maintenance, the Airport, Sonoma County Transit, facilities operations, and administrative and internal service functions.
I was born and raised in Santa Rosa and attended Santa Rosa Junior College. My IT career began in the early 2000s at Sonic, a local Internet Service Provider. After exploring other career interests, I returned to IT in 2007, joining SRJC’s Information Technology department. During my 10 years at SRJC, I grew the faculty and staff IT help desk from a single half-time position to a team of three full-time staff members. Later, I was promoted to Police Systems Administrator for the SRJC Police Department, where I served for over three years before transitioning to the County of Sonoma.
In addition to my IT experience, I bring a strong background in labor relations from my time at SRJC, where I was a member leader for the classified staff union. When I joined the County as a manager, I became involved with the SCAMC to leverage my advocacy skills and support my peers. As a board member, I am committed to representing the interests of administrative management and addressing issues that are important to my colleagues.
Craig Carlock

I am a Bay Area native. Born in Oakland and grew up in Berkeley. My wife and I moved to Sonoma County in 2006, and after 13 years, we now call it home.
I joined the County in 2013 with the Energy and Sustainability Division in General Services. I now am with the Administrative Services Team in the Information Systems Department. My experience with the County has taught me a lot about the interworking’s of local government. I have found great fulfillment working at the County and giving back to my community.
I joined the SCAMC Board in 2019 to give back to an organization that has positively affected my family through the hard work they have done in recent years. I am grateful to serve on the board and aim to contribute to furthering opportunities for all managers to find fulfillment in their jobs.
I hold a B.A. in Political Science with an emphasis in Sustainable Development from UC Berkeley. I enjoy spending time outdoors with my family, and tasting the delicious food and drink Sonoma County offers.
Larry Frank

I was born and raised in Washington State. I graduated from Washington State University (Go Cougs!), got married and moved to California all in the Spring/Summer of 1998. We were blessed to be able to purchase a house in Santa Rosa only a year later. My wife, five kids and I are all very active and love the outdoors. We enjoy skiing (both water and snow), biking, hiking, camping and playing outdoor sports.
I have spent the last 23 years working in IT in the Private Sector for a large insurance company in the Bay Area. I currently work for ISD as a Project Manager over the Applications Team. I am excited to be working at Sonoma County and am honored to serve on the SCAMC board of directors. SCAMC has done a great job representing us as managers. I look forward to contributing to such an important organization.
Shane Lewis

I have been an employee of the County since 2004, though prior to that I interned with EDB and ACTTC while completing my degree at SRJC/SSU. I was initially hired by the County as an Account Clerk II with Probation, spent several years with the ACTTC in various roles including long-term debt, TimeSaver implementation, financial reporting and budget. A desire for change led me to an administrative track as an ASO II with Regional Parks, ISD and now the District Attorney. The County has provided me many opportunities for growth and advancement and I hope that by being a member of SCAMC I can ensure those are available to our members.

Throughout my County career I have seen firsthand how employee organizations can transform lives, giving people a voice and a sense of security. I was actively registered with SEIU for almost eight years and consistently shared current and accurate information with co-workers.
Not only did I share information, but I often was able to provide background or context for the decisions due to my wide-ranging experience across departments and roles, and my passion for researching. I believe that by educating our members and sharing knowledge, we can empower everyone to be active participants in shaping our future—and maybe even have some fun doing it. I’m excited to bring this enthusiasm to the board, helping to educate, energize and inspire others.
Steve Sorensen

I joined the Sonoma County Enterprise Development Services Department (EDS) in 2020, during what seemed like the peak of Covid. Unfortunately, that was not exactly the case. I am currently the IT Project Manager of the County's Integrated Justice System. Prior to coming to the County, I was at Fireman's Fund for 16 years in various technology roles. The last 5 years focused on managing the commercial insurance IT team.
I was raised in Santa Rosa and attended both Cardinal Newman and Santa Rosa High Schools. After graduating from the mechanical engineering program at Cal Poly San Luis Obispo, my wife and I moved to Southern California to complete our respective graduate programs. I quickly transitioned from a career in quality engineering and procurement, to a career in software development and implementation of large-scale enterprise software packages. Our family moved back to beautiful Sonoma County in 2001 and we currently live in Windsor. My wonderful wife works as an OBGYN at Kaiser Permanente and our two kids are in college on the east coast. Our family loves hiking, skiing, and particularly enjoys visiting Tahoe.
I look forward to working with SCAMC members to understand their challenges within their respective departments and will seek to ensure members enjoy rewarding careers and continue to make this a wonderful place to work and live.
